State-Regions Agreement — 7 May 2015

The primary national guideline for Legionella risk assessment and control in Italian facilities. Sets sampling frequencies, action thresholds (100 / 1,000 / 10,000 CFU/L) and minimum documentation requirements.

Legislative Decree 81/2008 — Title X

Italian workplace safety law requiring a written Risk Assessment Document (DVR) for all facilities with employees. Legionella falls under biological risk assessment obligations.

ISS National Guidelines 2024

Updated technical guidelines from the Italian National Institute of Health, refining sampling methodology, action thresholds for healthcare settings and self-monitoring plan requirements.

UNI EN ISO 11731:2017

International standard for the detection and enumeration of Legionella in water samples. All qualified Italian laboratories must use this method.

Legislative Decree 31/2001

Italian regulation on drinking water quality. Requires water system monitoring and documentation for facilities supplying water to the public.

EU Drinking Water Directive 2020/2184

Are these documents free to download?
Yes. All documents in this library are free and require no registration. They are provided as printable A4 HTML files.
Are the templates legally compliant for Italian facilities?
The templates are based on the Italian State-Regions Agreement of 7 May 2015, ISS National Guidelines 2024, Legislative Decree 81/2008 (Title X) and Legislative Decree 31/2001. They serve as starting-point frameworks: facilities should personalise them with the support of a qualified RSPP or qualified consultant before formal use.
What is the DVR (Documento di Valutazione del Rischio)?
The DVR is the mandatory Risk Assessment Document required under Italian workplace safety law (D.Lgs. 81/2008) for all facilities with employees. For Legionella, it must identify high-risk water systems, assess exposure risk and define control measures. The template on this page provides the minimum required structure.
Which facility types are covered?
The library covers hotels and B&Bs, nursing homes and clinics (RSA), residential condominiums, gyms and spas, and industrial/commercial facilities. Each document is labelled by primary audience, but several templates are suitable for all facility types.
Do I need an ISO/IEC 17025 qualified laboratory for sampling?
Yes. Under the Italian National Guidelines 2015, environmental sampling for Legionella must be performed by — or under the supervision of — an ISO/IEC 17025 qualified laboratory. The sampling guide helps facility staff prepare correctly before the qualified technician arrives, not replace the qualified analysis.
